IjaraCDC Foreign National Financing
Halal Home Financing in Minnesota
Financing for non-US residents investing in US real estate - passport only, no visa or US credit required. Up to $3M; 35% down with 12 months of reserves per the core investor program; employment verification or an accountant letter accepted for income; no housing history required. 1-4 unit investment properties, each held in a single-asset grantor trust with the investor as trustee and beneficiary - rent-on-property replaces interest and title transfers for $1.00 at lease end.
A genuinely rare product: Sharia-compliant US real-estate financing for non-residents, with just a passport for identification. The capital bar is high - 35% down plus a year of reserves - but that's competitive with conventional foreign-national lending, without the riba, and cross-border paperwork will stretch the timeline. Best for overseas investors who want US property exposure within Islamic principles.
Pros
- Passport is the only identity document required - no visa or US credit history
- Up to $3M for US investment property
- Employment verification or an accountant letter suffices for income
- Trust structure preserves 100% of resale gains for the investor
Cons
- 35% down plus 12 months of reserves is a heavy capital requirement
- Investment properties only (1–4 units) - you can't occupy the home
- Cross-border documentation can stretch the usual closing timeline

IjaraCDC in Minnesota
With Minnesota's median home price at ~$354,000 (FHFA/Zillow, 2025), IjaraCDC's Ijara structure provides a halal path to homeownership. A typical 20% down payment in Minnesota would be ~$70,800. Median household income in Minnesota is $85,086 (109% of the national median - U.S. Census Bureau, 2023 ACS), which shapes the price-to-income ratio families should factor into any halal home-financing decision. Minnesota is home to an estimated ~115K Muslims (2% of the population) (World Population Review, 2020 estimates). IjaraCDC operates nationwide, so Minnesota residents have full access to this product.
Shariah Compliance & Oversight
IjaraCDC maintains a standing Sharia Advisory Board chaired since 2012 by Mufti Muneer Ahmed Akhoon - Karachi-trained (he studied under Taqi Usmani, among others) and Director of Religious Affairs at the Westchester Muslim Center in Mt. Vernon, NY - who issued the current fatwa on the finance documents. Shaykh Mufti Mohammed-Umer Esmail, a Canadian-born scholar with 13 years of formal Shariah study who also trained under Justice Taqi Usmani, has served as Sharia Advisor since 2009 and issued the fatwa for the Conversion Product; Imam Yahya Abdullah (joined 2013) and Imam Mohamed Radwan Mardini (joined 2015) complete the board. The underlying Lease to Purchase contract carries a documented fatwa lineage: the original 1995 Dallah Al Baraka fatwa (Sh. Muhammad Taqi Usmani, Sh. Nizam Yaquby, Dr. Abdus Sattar Abu Ghuddah, Sh. Abdullah Al Mannae), updated in 1997 for the United Bank of Kuwait's Al-Manzil program, in 2003 for University Bank (Yusuf DeLorenzo, Nizam Yaquby), reviewed in 2006 by Dr. Ahmed Shleibak, extended in 2009 with Esmail's Conversion fatwa, and reissued in 2012 by Akhoon. The current fatwa is downloadable in English, French, and Spanish, and IjaraCDC states the approval covers use in both the USA and Canada. Two honest caveats: Taqi Usmani approved the original 1995 contract but does not serve on IjaraCDC's board (the site says so explicitly), and the primary contract documents - trust agreement, lease, and Promise to Purchase - are released for review only under a signed NDA.

How to use this comparison: HalalWallet is an independent educational comparison platform - by design, we do not provide financial, legal, or religious advice. We do the research homework so your final checks are quick and personal.
Product structures and Shariah oversight vary by provider, so finish with three built-in steps:
- Confirm current terms and halal compliance directly with the provider - their quote is final.
- Review the contract structure (Murabaha, Ijara, Musharakah, etc.) and any disclosed Shariah board opinions.
- Bring your shortlist to a qualified Islamic finance advisor or scholar, so the conversation is about your situation, not the basics.
